One of the key elements necessary for providing a safe service is the competence of the staff involved in providing that service. This is highlighted in the SES regulatory framework. It includes a number of provisions relating to competence. The oversight of the competence arrangements for ATM staff is becoming more important, particularly as the complexity of the ATM systems increases. Since 2005, the competence of ATSEP (Air Traffic Safety Electronics Personnel) has been taken into consideration in providing such safety assurance.
The course focuses on the roles of the Competent Authority (CA) and the Service Provider (SP) regarding ATSEP personnel training and competence assessment as defined in Annex XIII to Commission Implementing Regulation (EU) 2017/373 and its Acceptable Means of Compliance (AMC) and Guidance Material (GM).
