Improving ATM performance is the raison d'être of the Single European Sky (SES), a flagship initiative of the European Commission. The Performance and Charging Scheme regulations are the regulatory instruments through which the Commission drives ATM performance in cooperation with the Member States in the Single Sky Committee.
It is therefore of primary importance for Member States, the National Supervisory Authorities (NSA) and operational stakeholders alike to have a thorough understanding of this piece of legislation which is directly applicable to them.
In its Aviation Strategy the Commission indicated its intention to review the SES performance and charging regulations ahead of the third reference period (RP3) which will start in 2020.
The preparation for RP3 (2020-2024) is ongoing and the Commission intends to propose to its Member States a revision of some key aspects of the SES performance scheme, including both the performance and charging regulations.
This 2019 revamped LEX PERF course will focus on providing the participants with insights on the latest available information and decisions related to RP3.
In particular the course will aim to shed lights on the adopted revised versions of the SES performance and charging scheme regulations and identify the latest changes and their rationale. The 4 key performance areas of the SES Performance scheme - Safety, Capacity, Environment and Cost-Efficiency – will all have a dedicated focus.
In addition, participants are expected to gain a thorough understanding of the SES basic regulations’ performance scheme-related requirements, the Union-wide target setting, the local target setting and associated performance planning and decision-making processes.
Furthermore, the participants will review the Performance monitoring processes and the latest available RP2 Union-wide and RP2 local performance outcome and results as the performance monitoring function plays a key role in ensuring a good understanding and a better management of ANS performance.
Last but not least, the course also proposes a dedicated section on the key aspects of the cost-efficiency KPA and the Charging Scheme regulation, showing, in particular, how it supports the implementation of the Performance Scheme
After completing the course, participants will have a thorough understanding of the performance scheme regulation and an overview of the charging scheme regulation.
This course is designed for all staff involved in the Performance Scheme: working for civil or military ATM safety regulatory bodies or for air navigation service providers, airport operators, airport coordinators or air carrier organisations.
Certificate awarded
Candidates passing the examination will receive a certificate of accomplishment. Other candidates will receive a certificate of attendance.
