Improving ATM performance is the raison d'être of the Single European Sky (SES), a flagship initiative of the European Commission. The Performance and Charging Scheme regulation is the regulatory instruments through which the Commission drives ATM performance in cooperation with the Member States in the Single Sky Committee.
It is therefore of primary importance for Member States, the National Supervisory Authorities (NSA) and operational stakeholders alike to have a thorough understanding of this piece of legislation which is directly applicable to them.
The third reference period (RP3) starts in 2020.

This revamped LEX PERF course will focus on providing the participants with insights on the latest regulation and decisions related to RP3.
In particular the course will aim to shed lights on the adopted revised versions of the SES performance and charging scheme regulation and identify the latest changes and their rationale. The 4 key performance areas of the SES Performance scheme - Safety, Capacity, Environment and Cost-Efficiency – will all have a dedicated focus.
In addition, participants are expected to gain a thorough understanding of the Union-wide target setting, the local target setting and associated performance planning and decision-making processes.
Furthermore, the participants will review the Performance monitoring processes and results as the performance monitoring function plays a key role in ensuring a good understanding and a better management of ANS performance.
Last but not least, the course also proposes a dedicated section on the key aspects of the cost-efficiency KPA showing, in particular, how the performance and charging scheme aspects interact.
After completing the course, participants will have a thorough understanding of the Performance and Charging scheme regulation.
This course is designed for all staff involved in the Performance Scheme: Civil or Military staff working for States/ National Supervisory Authorities, Air Navigation Service Providers, Airport Operators, Airport Coordinators, Air Carrier Organisations or manufacturing industries.
