One of the key elements necessary for providing a safe service is the competence of the staff involved in providing that service. This is highlighted in the SES regulatory framework. It includes a number of provisions relating to competence. The oversight of the competence arrangements for ATM staff is becoming more important, particularly as the complexity of the ATM systems increases. Since 2005, the competence of ATSEP (Air Traffic Safety Electronics Personnel) has been taken into consideration in providing such safety assurance.
The course focuses on the roles of the Competent Authority (CA) and the Service Provider (SP) regarding ATSEP personnel training and competence assessment as defined in Annex XIII to Commission Implementing Regulation (EU) 2017/373 and its Acceptable Means of Compliance (AMC) and Guidance Material (GM). The course includes the latest information on the draft AMC/GM updating the initial training objectives for ATSEP which is expected to be published in 2020.
Participants following the NSA Training Programme  need to have successfully completed its mandatory courses (LEX-SES, LEX-AUDIT and LEX-ORG courses) before attending this course.
Other participants (not following the NSA Training Programme) need to have completed the LEX-SES-E e-learning course prior to the course. Prior to course attendance, all participants should read through Annex XIII (Part-PERS) of the Commission Implementing Regulation (EU) 2017/373 and its associated Acceptable Means of Compliance (AMC) and Guidance Material (GM).

This course explains the requirements of Regulation (EU) 2017/373 (laying down common requirements for providers of ATM/ANS and other ATM network functions and their oversight) and its Acceptable Means of Compliance (AMC) and Guidance Material (GM).
This course focuses on training and competence assessment for Air Traffic Safety Electronic Personnel (ATSEP) staff.
After completing the course, participants will have a good understanding of the ATSEP competence requirements both for a Service Provider and a Competent Authority.
This course is designed for those working for a Competent Authority or a Service Provider, both civil and military, who need to implement competence requirements for their ATSEPs.
