This course provides an overview of EU legislation for the Single European Sky (in the field of ATM/ANS). It focuses on the relevant high-level regulations (Basic Regulation 2018/1139, framework regulation 549/2004, service provision regulation 550/2004 and airspace regulation 551/2004) as well as their main implementing regulations (the ones which affect most or all service providers and their competent authorities, in particular Regulations 2017/373, 2019/317, 2015/340).
  • read through the following:
    • the recitals of regulation 2018/1139 (starting just after the word 'Whereas' in the first pages of the regulation), as well as its chapters I, III (only section V & VI) & IV
    • the recitals of regulation 1070/2009 as well as regulations 549/2004 and 550/2004 in their consolidated versions.

After completing the course, participants should be aware of:
- the EU regulatory framework (hierarchy and types of legal acts, rulemaking mechanisms, etc.)
- the scope, objective and overall content of the Single European Sky (SES) legislative package
- the EASA rulemaking procedure
- the roles and responsibilities of the main players in SES
- the main ongoing regulatory developments in ATM/ANS
This course is designed for anybody who wishes to develop an understanding of the Single European Sky initiative and the legislation that supports it: ATM/ANS service providers, competent authorities in ATM/ANS (including NSAs), ATM/ANS system manufacturers, EASA, other civil and military ATM regulatory bodies, etc.
