One of the key elements necessary for providing a safe service is the competence of the staff involved in providing that service, as highlighted by the SES regulatory framework, which includes a variety of provisions relating to competence. The oversight of the competence arrangements for ATM staff and their implementation is becoming more important, particularly as the complexity of the ATM system increases. The licensing of air traffic controllers was the first step in providing such safety assurance.

This course provides knowledge about the requirements for different stakeholders involved in the licensing system.

The course uses virtual classroom facilitation and teaching techniques to develop participants' knowledge of relevant subjects required to efficiently carry out oversight of different elements of the licensing system.

Group exercises, brainstorming sessions and discussions are used to enable participants to consider the process of effective implementation of the required elements of the licensing system. 

The course is consistent with Commission Regulation (EU) 2015/340 and Regulation 2018/1139, their acceptable means of compliance (AMC) and guidance material (GM).
Participants following the NSA Training Programme must have successfully completed its mandatory courses (LEX-SES, LEX-AUDIT and LEX-ORG) before attending this course. Other participants not following the NSA Training Programme must have completed the LEX-SES-E e-learning course before attending this course.
Important Note
On-line training sessions of 4 hours a day scheduled over four consecutive days.
After completing the course, participants will have a better understanding of the main aspects that need to be considered in the implementation of competence arrangements for air traffic controllers.
This course is designed for those working within a Competent Authority and ATM/ANS service providers, both civil and military, implementing competence requirements for their air traffic controllers.

Candidates passing the examination will receive a certificate of accomplishment. Other candidates will receive a certificate of attendance.
