The Oversight of Changes in the ATM/ANS Part 1 course builds on the knowledge acquired in the Management & Oversight of Changes in ATM/ANS course (SAF-CHG-Intro).

The course is consistent with the Regulation 2016/1377 laying down common requirements for service providers and the oversight in ATM/ANS and other ATM network functions (repealing Regulation No 482/2008, Implementing Regulations No 1034/2011 and No 1035/2011 and amending Regulation No 677/2011) and its relevant Acceptable Means of Compliance (AMC) and Guidance Material (GM).

This course focuses on the tasks of competent authorities in ATM/ANS as regards oversight of changes in ATM/ANS, and covers the following topics:

- approval of an alternative means of compliance (AltMOC)

- approval of change management procedures

- notification of planned changes

- decision to review a change

- oversight of changes

- main changes resulting from the Regulation 2016/1377 laying down common requirements for service providers and the oversight in ATM/ANS and other ATM network functions (repealing Regulation No 482/2008, Implementing Regulations No 1034/2011 and No 1035/2011 and amending Regulation No 677/2011), together with its AMC/GM, compared with the repealed regulations, as regards oversight of changes.

It describes the obligations of the competent authority, and how to carry out effective oversight of changes in ATM/ANS, in particular changes to the ATM/ANS functional system.
Prerequisites
The SAF-CHG-Intro course must be successfully completed before attending this course.

LEX-SES-E e-learning module is recommended, to be better aware of:
- the EU regulatory framework and rulemaking mechanisms
- the key rulemaking concepts described in Basic Regulation No. 216/2008, in particular Certification Specifications (CS), Acceptable Means of Compliance (AMC) and Guidance Material (GM)
- relevant EU legislation pertaining to the safety management of changes, and where this fits into the overall legislative framework.

The participant should read through the relevant EU legislation pertaining to ATM/ANS changes, as described in the course syllabus.

Objectives
After completing the course, participants will have a thorough understanding of the aspects to be considered when conducting oversights of changes in ATM/ANS, in particular changes to the ATM/ANS functional system.
Audience
This course is designed for personnel working for a competent authority and involved in the oversight of changes in ATM/ANS.

Although priority will be given to staff working for a competent authority and involved in the oversight of changes in ATM/ANS, staff working for an of ATM/ANS service provider and involved in the maintenance or application of its change management procedures may also register.

All candidates will receive a certificate of attendance.
