One of the key elements necessary for providing a safe service is the competence of the staff involved in providing that service. This is recognised by the SES regulatory framework, which includes a variety of provisions relating to competence.
The oversight of competence arrangements for ATM staff is becoming more important, particularly as the complexity of the ATM system increases. The licensing of air traffic controllers was the first step in providing such safety assurance. Today all ATM personnel performing safety-related tasks are required to demonstrate that they are competent to perform their duties. The course focuses on the role that a national supervisory authority (NSA) must undertake in order to provide proper oversight of competence arrangements for ATM staff as defined in European legislation, EUROCONTROL Safety Regulatory Requirements – ATM Services Personnel (ESARR 5) and ICAO standards and recommended practices.
