The performance of European aviation is a key priority for the European Union. After the first reference period (RP1)  from 2012 to 2014 we have now entered RP2 from 2015 to 2019.  The key provisions of the performance scheme are contained in Article 11 of Framework Regulation 549/2004 as well as in Performance Regulation 390/2013 laying down a performance scheme for air navigation services and network functions. The performance scheme addresses the key performance areas of safety, environment, capacity and cost-efficiency, principally through:

- community-wide performance targets, adopted under European Commission authority;

- FAB performance plans, consisting of performance targets and incentives.

This course focuses on understanding the regulations and describes the content of the Performance Plans and their challenges. The course also describes the data flows to be provided by national authorities, air navigation service providers, airport operators, airport coordinators and air carriers.

Performance monitoring and reporting are also addressed, as they play a key role in ensuring the delivery of the performance targets adopted under the performance scheme.

Last but not least, the course also focuses on the aspect of the Charging Scheme regulation which supports the implementation of the Performance Scheme.
After completing the course, participants will have a thorough understanding of the performance scheme and an overview of the charging scheme regulation.
This course is designed for all staff involved in the Performance Scheme: working for civil or military ATM safety regulatory bodies or for air navigation service providers, airport operators, airport coordinators or air carrier organisations.
Certificate awarded
Candidates passing the examination will receive a certificate of accomplishment. Other candidates will receive a certificate of attendance.
