ELPAC Accreditation Course [ELPAC-ACR]

Classroom Course
ICAO and the European Commission have implemented English language requirements for ATCOs and Pilot licence holders. EUROCONTROL has designed an English language proficiency test (ELPAC, English Language Proficiency for Aeronautical Communication) to asses the ICAO English language proficiency of ATCOs and Pilots. EUROCONTROL regularly organises one week training and accreditation courses for ELPAC test administrators, Paper 1 markers and Paper 2 examiners. Only participants from organisations who have signed an ELPAC Licence Agreement with EUROCONTROL will be admitted to the courses. After successful completion of the course, EUROCONTROL will recommend the participant to be accredited for the trained tasks. Required qualifications:

Administrator: background as Operational expert or ELE (English Language Expert) is an advantage; good knowledge of English (at least ICAO level 4), computer literacy (internet, MS Office).

Paper 1 marker: operational background, English (ICAO level 5).

Paper 2 examiners:
OPEs (operational examiner) shall have ICAO L5 and an operational background as ATCO and/or Pilot.
ELEs Shall have an excellent knowledge of English and a professional background in ENglish language (e.g. teacher).
Markers and examiners need to have an operational ( ATCO/pilot) or English Language Expert background. ICAO L5 is required for operational examiners. Participants will have to follow a 1 hour preparation module to successfully complete the course. During the training participants will have to demonstrate their knowledge of the ELPAC ICAO Language Proficiency Rating Scale in a test.
Because of the high stakes nature of the language proficiency test it is very important to maintain standards of marking and examining. At the end of the course the participants will have to demonstrate good knowledge of the ELPAC rating scale, good interlocutor and assessor skills. Also the participants will have to demonstrate that they are able to deliver a standard (according to ELPAC guidelines) and fair test. Participants will have to demonstrate that they are able to mark Paper 1 tests following the guidelines and framework given by EUROCONTROL. The future administrators will have to demonstrate a structured approach to setting up tests and maintaining the test database.
Persons nominated by their organisations (ANSP, CAA, Air Operators, training organisations) to become ELPAC examiners, markers and/or administrators.
Certificate awarded
All candidates will receive a certificate of attendance.
